SW Water panned for "four years of pong, pollution and misery"

South West Water was criticised in the House of Commons in February for blighting part of Plymouth with odours from a sewage works and discharging untreated sewage into a local river. The affair has drawn attention to local authorities' limited powers to abate nuisances from sewage works - and the Environment Department's apparent aversion to reinforcing them.
