Scottish water plans fleshed out

A second consultation on implementation of the EU water framework Directive was launched by the Scottish Executive on 7 February.1 The paper confirms plans for a multi-tier water regulatory system, but the Executive has backed away from introducing water licences for farming and forestry, and has proposed new defences against water pollution prosecutions.
