Bush accused of "Enron-style accounting" over climate plan

A climate change initiative announced by President Bush in February as an alternative to the Kyoto Protocol has drawn harsh criticism from European governments and environmental organisations. The plan is intended to achieve voluntary reductions in the USA's "greenhouse gas intensity" - but will allow emissions to keep increasing at close to business as usual levels.
