Scottish nuclear debate raises doubts on planning and devolution

Decisions on whether to approve new nuclear power stations in Scotland currently lie with the Scottish Executive, debates in the Scottish and Westminster Parliaments have confirmed. But Ministers hinted that the Government's proposed planning reforms for major infrastructure projects might be extended to Scotland - a move which could prove political dynamite.
