Beckett defends emissions trading scheme

Environment Secretary Margaret Beckett has denied that the UK emissions trading scheme has been undermined by "hot air" emission reductions which have already been achieved under regulatory requirements. But it seems clear that three chemical companies will have huge surpluses of emission credits - potentially undermining key elements of the Government's climate change programme.
