Agency review sets agenda for regulatory reform

Major changes in environmental regulation, including a big shift to self-monitoring by industry, have been foreshadowed in the final report of the official five-year review of the Environment Agency.1 The review will also require marked improvements in the way the Agency measures and reports on its value for money. But Whitehall is failing to support the Agency's ideas for legislative changes to its regulatory regimes.
