Deadlock over CO2 controls on cars

The European Commission has failed to meet a deadline to submit legislative proposals for reducing carbon dioxide emissions from cars by the end of 1992. A compromise prepared after more than a year's discussions in an expert advisory group received explicit backing from none of the Member States represented at a meeting in Brussels on 9 December, and the Commission itself is divided on the issue.
