Conflict over halon fire extinguishers as phase-out deadline looms

The use of ozone-depleting halons in fire extinguishing systems will become illegal for most users by the end of 2003. A new destruction facility is set to open in October, but critical users want halons stockpiled instead. Meanwhile, replacements containing HFCs, which are potent greenhouse gases, are competing with "atmosphere-friendly" products.
