UK provokes EC dispute over CO2 target

The UK has irritated several of its EC partners by refusing to accept that the Community is committed to stabilising its carbon dioxide emissions at 1990 levels by 2000. The conflict threatens to hold up the EC's ratification of the global Convention on Climate Change.
