Scotland unveils plans to tighten up land spreading

The Scottish Executive has trumped Whitehall by becoming the first UK administration to unveil proposals to tighten up controls on "exemptions" from the waste management licensing regime.1 The draft regulations cover the three most widely abused exemptions - the spreading of wastes for so called agricultural benefit, land improvement or construction.
