Oversupply cripples UK emissions market

Hot air and widespread over-achievement of targets led to a chronic oversupply of allowances in the first year of the UK emissions trading market, according to official data. The Government insists that the scheme is "very successful" - in the face of mounting evidence that it may in fact lead to a net increase in emissions.
