This week's Specialist bulletin includes a review of the catchment-based approach to water quality and news from the chancellor's spending review. On a busy morning DEFRA announced the results of its triennial review of the Environment Agency and Natural England - both are retained but face further reform. There was news on the level of flood funding and preliminary agreement on a 'Flood Re' insurance scheme for homes at high risk of flooding.
