Waste regulators plead for higher fines

Waste regulation authorities (WRAs) in England took an average of five successful prosecutions in 1991/2, a survey by the National Association of Waste Regulation Officers (NAWRO) has shown. The results have provided the organisation with ammunition for its campaign for stiffer penalties for offenders.
