HMIP cranks up enforcement

The tougher enforcement policy taken by HM Inspectorate of Pollution (HMIP) is starting to bear fruit, with 18 successful prosecutions in 1992. But the burdens of implementing the first year of the integrated pollution control (IPC) regime are taking their toll in terms of a large financial deficit and continued low inspection rate.
