IPC drafts take softer line on upgrading of chemical plant

The second and final drafts of process guidance notes covering acid, halogen and fertiliser processes and bulk storage of chemicals have been issued by HM Inspectorate of Pollution (HMIP).1 They contain further signs that HMIP will not necessarily expect all existing processes coming under integrated pollution control (IPC) to be brought up to the standards set for new plant.
