Northern Ireland goes own way on industrial pollution control

A two-tier system of industrial pollution control is to be introduced in Northern Ireland. But while the scheme is modelled on the arrangements established in Britain by the Environmental Protection Act 1990, it will deal primarily with air pollution, and any semblance of integrated pollution control is apparently to be left to informal procedures.
