New UN bodies to monitor progress on Earth Summit accords

New mechanisms designed to ensure that the agreements reached at last year's Earth Summit are implemented have been forged at the United Nations. At their centre is a 53-member Commission on Sustainable Development (CSD). Non-governmental organisations have been granted unusually generous access to the body and are enthusiastic about the CSD's prospects.
