Councils 'on course' to meet recycling targets

All but "a few" of England's 394 waste authorities should meet their statutory household waste recycling targets for 2003/04 - putting the national target of 17% "within reach", according to the Government. To help them meet their "very challenging" targets for 2005/06, the Government has announced extra recycling funds, a one-year delay to the start of the landfill allowance trading scheme, and grants for those achieving a high recycling rate or a major boost in performance.
