Air pollution controls off to slow start in Scotland

Implementation of the local authority air pollution control system introduced by the Environmental Protection Act 1990 appears to be just as patchy in Scotland as in England and Wales. A survey has also shown that some councils have been slow to set up public registers, and a handful are making exorbitant charges for copies of register entries.
