Dischargers under pressure as Scottish compliance lags

Scotland's River Purification Boards (RPBs) are bringing growing pressure to bear on sewerage undertakers and industrial dischargers to improve their poor record of compliance with consent conditions. But their efforts are being thwarted by the Procurators Fiscal, who bring prosecutions on their behalf but generally lack the expertise to handle environmental cases.
