Red faces at DoE over second delay on waste licensing

The introduction of the new waste management licensing system under the Environmental Protection Act 1990 has been postponed for a second time only six weeks after the Department of the Environment (DoE) announced the first delay. The cause this time appears to the DoE's belated discovery that its legislative proposals would not comply fully with EC waste rules - and the difficulty which the DoE now faces is to reconcile the need to comply with these with the Government's deregulation initiative.
