A biodiversity brake on development
In late March, Cardiff hosted a major international sustainable development conference for regional and state governments. Cardiff's involvement stems from the unique statutory duty under which the Welsh Assembly operates, requiring it to establish and periodically update a sustainable development "scheme". Much has been made of this by the Welsh, but in truth the duty prompted more talking than action in its first four years.
