UK's emission opt-out starts to unravel

The Government's plans to allow more than half of the 1,000 or so installations in the UK to opt out of the first phase of the EU emissions trading scheme are looking increasingly wobbly. The European Commission has rebuffed an informal "blanket application" for companies under climate change agreements (CCAs) - and the issue is now unlikely to be resolved until September.
