Official review of local authority air pollution controls
The Government's first review of the local authority air pollution control system established by the Environmental Protection Act 1990 has concluded that the new regime is working reasonably well. But it has also unearthed evidence that companies are falling behind schedule in submitting proposals to upgrade their processes, identified a need for additional guidance on several technical issues and on minimum inspection frequencies, and suggested that income from operators may not be sufficient to cover councils' compliance monitoring costs.
