Waste producers should cover cost of landfill remediation, says ESA

The Environmental Services Association says that waste producers, rather than landfill operators, should stump up the cash to pay for landfill remediation. Raised via a levy on waste deposits, the funds would be invested by a Government-sponsored "landfill remediation trust", which would provide rebates to operators after they carried out restoration work, and provide cover for cases where the operator becomes insolvent.
