Fines fail to match fees for illegal toxic waste trade

An Oldham farmer and self-confessed entrepreneur who transported 200 leaking drums of hazardous paint wastes through two towns and dumped them on his farm without observing any legal requirements or pollution prevention precautions has been fined just £800 for the affair. The case has illustrated once again the failure of many courts to impose penalties which even match the revenues that can be made from illegal transactions in hazardous waste.
