The waste industry is calling for a reform to the carriers, brokers and dealers (CBD) regulatory regime, which it argues is significantly contributing to waste crime.

The cross-sector expert group, which includes representatives from professional bodies including the Environmental Services Association (ESA) and the Chartered Institute of Wastes Management (CIWM), issued a number of recommendations it says government should implement in its forthcoming resources and waste strategy.
