The forthcoming environment bill is set to contain legally binding targets and measures to address climate change, environment secretary Michael Gove has signalled.

Gove told a Conservative Party Conference fringe event yesterday that “there should be legally binding targets” alongside non-binding targets “which can be changed as science develops and as our understanding of what’s possible grows”.
