Proposals for fees charged to producers who fail to meet electrical waste collection targets aim to encourage producers to collect waste directly from local councils, and be members of producer balancing schemes.

Equipment producers are required to finance the cost of collection, treatment, recovery and recycling of waste electrical and electronic equipment (WEEE) under the WEEE Regulations 2013. Producer compliance schemes (PCSs) are required to meet annual targets for the collection of WEEE. If they fail to do so, they can instead pay a fee, which is used to fund waste and recycling projects.
