Senior executives at Natural England have been considering the implications of turning the nature regulator into a not-for-profit organisation, according to a report prepared for Natural England’s board.

Natural England has been ‘wargaming’ its future role in conservation, according to the report which was prepared by the organisation’s chief scientist Tim Hill and published today.
