Maintains existing processes for reaching decisions on genetically modified organisms, which will continue to need prior authorisation, drafted separately for Northern Ireland because of the absence of Stormont Executive to agree to follow joint approach taken by Scotland, Wales and England, but where any marketing approvals made elsewhere in the UK will have to be accepted in Northern Ireland
