Statutory instrument on CAP direct payment rules

Enables the UK government and devolved administrations to make direct payments to farmers after Brexit and enforce the rules around direct payments within their respective territories, with no noticeable changes for farmers or land managers, but removes requirements for the UK government to report back to the European Commission

Removes provisions that allow the relevant authorities to review decisions and decide to change percentages for voluntary coupled support. Retains references to euros in order to preserve continuity mid-way through the scheme year.
