Biggest emitters still lag on Paris decarbonisation goals

Bonn's World Conference Center will host COP23. Photograph: UNThe world’s largest emitters will be asked to account for a lack of progress in rolling out low-carbon policies required to implement and deepen the pledges made in the Paris Agreement.

The COP23 high-level climate talks, being held from 6-17 November in Bonn, will aim to clarify the “rulebook” for putting the 2015 agreement into action and the method by which pledged emissions cuts will be made much deeper by 2030.
