Environment secretary wants an independent environmental watchdog to take over the role of the European Commission post-Brexit

He mooted his idea during appearances before two parliamentary committees on 1 November, mentioning it first to the Lords EU Energy and Environment Sub-Committee in the morning and expanding on it to the Commons Environmental Audit Committee in the afternoon.
