Domestic policy development had already slowed before the EU referendum and has now entered a deep trough. Major civil service exit schemes are looking less bright in light of Brexit and evidence that much more expertise is needed to make it environmentally successful. The sense that progress is always linear has broken down; everything is now potentially up for grabs.
