Heat network operators face metering challenge

The UK will struggle to meet EU deadlines for metering and accurate billing in heat networks given the scale of the task and poor data

Plans to extend metering and detailed billing among consumers of district heating and cooling, communal heating and hot water have been announced in a DECC consultation.

The early stage plans, which face many hurdles, will apply to a wide range of heat network operators, ranging from small firms to large enterprises, hospitals, councils and housing associations.

The consultation, launched on 10 January, is a response to articles 9, 10, 11 and 13 covering individual metering, billing method and billing information in the EU Energy Efficiency Directive coming into force in June.
