DECC further clarifies Green Deal liability

Both bill payers and home improvers with Green Deal plans will be protected by consumer credit rules. DECC’s amendments will also protect consumers where landlords are corporates.

Bill payers and home improvers will be included in a new definition of debtors under Green Deal plans in the domestic sector, DECC announced on 9 January.

The move is the latest amendment aimed at clearing up ambiguity over debtors that has held up roll-out of the Green Deal into the rental sector.

The decision follows DECC’s 6 August consultation response on proposed amendments to the definition of debtors under section 189 of the Consumer Credit Act (CCA). This clarified the status of most debtors in the domestic rental sector.
