Heat network operators face metering test

The UK will struggle to meet EU deadlines for metering and accurate billing in heat networks given the task’s scale and poor data.

Plans to extend metering and detailed billing among consumers of district heating and cooling, communal heating and hot water have been announced in a DECC consultation.1

The early-stage plans, which face many hurdles, will apply to a wide range of heat network operators, ranging from small firms to large enterprises, hospitals, councils and housing associations.

The consultation, launched on 10 January, is a response to articles 9, 10, 11 and 13 of the EU Energy Efficiency Directive, covering individual metering, billing method and billing information. The articles come into force in June.
