DECC clarifies regulation of EU ETS small emitters

Small emitters that have opted out of the EU ETS will face a change in regulations on notification, free allowance allocation and penalties for non-compliance

Installations that have taken advantage of the small emitter and hospital opt-out provision in the EU emissions trading scheme (EU ETS) will be subject to changes in the emissions trading regulations from 2016 under proposals by DECC.

A key aim of the proposed amendments to the Greenhouse Gas Emissions Trading Scheme Regulations 2012 in DECC’s consultation and draft regulations is to clarify the status of installations that re-enter the EU ETS.
