Air quality is a critical issue for the government. The legal limit, as set out under theĀ Air Quality Directive, is a one hour mean of 200 micrograms of nitrogen dioxide (NO2) per cubic metre, which should not be exceeded more than 18 times a year.

But many urban areas, particularly in London, are breaching this and may not meet it for many years (seen download right).
