More flexibility for zero-carbon homes target

Both onsite and offsite measures could count towards meeting the government’s zero-carbon homes target in 2016. But there is concern much of the investment would occur outside construction

Offsite carbon reduction measures designed to offset emissions from new homes could be hosted in sectors unrelated to construction, according to the government’s latest thinking on achieving zero-carbon homes by 2016.

The measures would be subject to caps to ensure cost effectiveness.

They form part of the preferred option of three considered by the Department for Communities and Local Government (DCLG) in its consultation on ‘allowable solutions’, released on 6 August.1,2
