DEFRA plans voluntary national biodiversity offsetting scheme

A green paper on biodiversity offsetting favours a voluntary national scheme for England. A mandatory scheme would have higher benefits.

Offsetting uses a ‘metric’ to measure the impact of developments on nature in terms of biodiversity units. Compensation worth at least as many units as the damage caused must be provided for elsewhere.
