Global aviation climate forces EU ETS change

The EU is altering its emissions trading scheme after the ICAO promised to develop a mechanism to combat aviation’s emissions by 2016

Emissions from flights outside European airspace will be excluded from the European Commission’s emissions trading scheme (ETS) until at least 2020, under proposals issued in October.1

Emissions from flights to and from most developing countries will also be excluded.

The proposal emerged following a meeting of the International Civil Aviation Organization (ICAO), which made it very difficult for the EU to regulate emissions outside its airspace.
