New risk rating scheme to underpin PPC and waste charges

The Environment Agency has proposed a revised version of its operator and pollution risk appraisal (OPRA) methodology, along with plans to use OPRA scores to set fees under the pollution prevention and control (PPC) and waste licensing regimes. The system gives credit to companies with certified environmental management systems - though they are likely to see only a limited reduction in their fees.1
