Steel industry a winner among first climate agreements

The first 15 climate change agreements (CCAs) between the Government and industry were completed in February - though with only a month to go before the climate levy takes effect they have still not been approved by the European Commission. The agreements will achieve only 60% of the cost-effective energy-saving potential identified in official studies - and the steel industry has secured a particularly generous deal.
