Policy machine moves up a gear to meet global warming challenge
The barriers to an international agreement to reduce emissions of greenhouse gases began to break in July at the second conference of parties to the UN Convention on Climate Change. The USA dropped its long-standing opposition to binding commitments. And almost all governments endorsed a warning by the Intergovernmental Panel on Climate Change (IPCC) that human interference with the climate is already discernible.
