EC scientific advisers fail to stop ban on phthalates in PVC toys

An immediate ban on phthalates used in soft PVC toys intended to be chewed or sucked by children under three was agreed by EC Member State representatives on 1 December. The measure was adopted only after an unprecedented public wrangle between the European Commission and its scientific advisers about where the boundary lies between risk assessment and risk management.
