DEFRA lowers sights on allocation as EU struggles on emissions trading

The Environment Department (DEFRA) has confirmed that many key details of the UK's national allocation plan (NAP) for the EU emissions trading scheme will not be nailed down for several months. Other Member States are making heavy weather in preparing their plans - caught between vocal lobbying from industry and strong signals that the European Commission will reject overly generous allocations.
