DEFRA moves to drain surplus from UK carbon market

Six options to drain the massive surplus of allowances in the UK emissions trading scheme have been floated by the Environment Department (DEFRA).1 One possibility is that the Government may seek to claw back some of the £215 million incentive payments given to participants in the scheme. Participants have also won a temporary exclusion from the EU emissions trading scheme.
