Government to 'fall well short' of CO<SUB>2</SUB> target

The Government's goal of cutting carbon dioxide emissions by 20% between 1990 and 2010 will be missed by a wide margin, according to the Sustainable Development Commission.1 It believes that coal burn and household energy use may be much higher than forecast, and that key policies - notably the 10-year transport plan and the UK emissions trading scheme - will fail to deliver the expected CO2 savings.
